what if you mulched the old canes before composting, I doubt pests would want to do much with a fine mulch?

The backer rod is supposed to be bigger than the gap. Should have bought a larger size. Skip the silicone and buy the correct size backer rod.

Where did you buy the hood decal from?

At what point do you apply Neem oil? Great presentation.
